Two speed Europe is way too invoked in recent months by various European stakeholders to be just a concept for intellectual delights. Europe is confronted with multiple problems, ranging from security concerns in the East to the refugee wave in the south, all within a context where Europe’s social, economic and politic fabric is still vulnerable.
How exactly do we define two-speed Europe? Is it a good solution for Europe, a workable arrangement for all EU States?
