Bio
Aurelian received his MD degree from the University of Medicine and Pharmacy “Carol Davila”, Bucharest in 1993 and earned the Masters Degree in Public Policy from the National School of Political Science and Public Administration, Bucharest. In August 2002 he received a certificate degree on Policies Development and Global Health from Georgetown University at the end of one-year program, which included an extensive internship at Pan American Health Organisation.
He has more than ten years experience in coordinating healthcare assistance (both prophylactic and curative) for military personnel, military campuses including underserved areas, remote locations. Lieutenant colonel Moraru was commissioned in the Medical Service Corps of the Romanian Armed Forces. He served in a variety of medical services from the South Army Corp.
Dr. Moraru was working at the Office of Surgeon General as Health Services Advisor on issues related to health policies, medical interoperability, education, health research and international cooperation. He was responsible for strategic planning and evaluation of medical activities related to deployed forces, for all phases of deployment. Also, in this position he worked closely with Partnership for Peace Information Management System (PIMS) Program in the area of telemedicine standardisation, project development.
From June 2012 to June 2016, he was assigned Concept and Policy Officer and Deputy Interoperability Branch at MILMED COE being responsible for developing and running medical scenarios for military exercises, liaise with International Committee of Military Medicine, European Defence Agency and EADRCC.
