Bio

Viorel is a Project Manager at Horizon Professional Association where he coordinates the POSCCE project “Implementation system for issuing qualified certificates and timestamp operations and to facilitate and secure electronic transactions”.

He is the Manager of Computer Center where he is in charge with developing and implementing the company’s strategy, managing the company’s project portfolio, and identifying new business opportunities. In the 90’s he worked for the same company but as a System Engineer and then as Technical Director. Viorel serves as Chairman of the Administrative National Computer Society, as President of the “Association for Community Safety and Drugs” the Gorj Branch, and of the “Association of Professional Horizon”, which counsels, retrains and reintegrates the unemployed.

Viorel served as Secretary of State in the Ministry of Communication and for Information Society where he was in charge with the overall direction, coordination, and supervision of ICT activities. He has extensive management experience, having worked as a project manager in projects centered on human resources development and entrepreneurial education based on using new ITC technologies.
He holds a Diploma of excellence in training for special work in IT and a Diploma of excellence for professional judgment special activity in training and promoting the national network of training centers accredited ICC.

Viorel is a graduate of the Department of Automation and Computer of the Craiova University.
