Bio
Eugen serves as counsellor for the Government of Romania, in the Ministry of Development and Public Administration. From 2005-12, he held a similar position in the Ministry of Internal Affairs, where he focused on cyber defense.
He worked as information technology director for a series of companies such as Libra Bank, A&D Pharma Group, Servus Information & Communications Technology, Abu Dhabi National Oil Company, SYSWARE Romania, Garanis & Petrides Group Cyprus, FMCG National Distribution Company, and Intel Corporation Ireland.
From 1986-93, Eugen focused on military defense ciberelectronic systems as a research engineer at the Technical Research Laboratory TM5, the Defence Ministry.
He is a permanent member of the “Aspen Institute Romania” and of the “Romanian Association for Club of Rome”, ARCOR.
Eugen holds PhD at the “Carol I” National Defense University, focusing on Intelligence and National Security and specialized in Cyber Intelligence, a MA in Security and Defense from the National Defense University and a MA in Electric Engineering from the Bucharest Electronic and Telecommunication University. He graduated a postgraduate program on Cyber-Security and Governmental Information Systems at the Japan Cooperation Agency. He underwent extensive training in industrial process control systems, information technology management, security systems, intrusion detection with SNORT, security planning and disaster recovery.
