Bio

Mr. Roceanu is Professor and Deputy Commandant (vice-rector) for Scientific Research, at the National Defense University. From 2000 he has held a series of teaching positions in the departments of Intercommunication, Informatics and Electronic Warfare and Military Information Systems and Intelligence at the Defense University. Previously, he was a lecturer at the Technical Department of the Communications and Informatics Training Centre and at the Command and Staff Faculty, the Academy for Advanced Military Studies

Mr. Roceanu serves on the scientific committees of the USA Office of Naval Research Global, London, of the “International Conference on Virtual Learning” and of the “Journal of Defence Resources Management”. He is a Member of the National Council for Titles, Diplomas and Certificates and founder president of the “eLearning and Software for Education” Conference. He serves as vice president of ADL Experts Group at the NATO Training Group for Individual Training and Education Development and is a member of NATO ADL Mobile Expert Team for NATO country members or partners.
From 2007-11, he was an expert with the Romanian National Council of Academic Evaluation and Accreditation of Higher Education Institutions and a project evaluator and reviewer of the National Authority for Scientific Research.

He was a keynote speaker on EDUCA Conference, Berlin 2007; ADL iFEST, Orlando, USA, 2009; PfP Consortium Annual Conference, and Garmisch – Partenkirchen, Germany, 2011;
Mr. Roceanu was awarded the Honorary Sign “In the Service of the Armed Forces”, the National Defence University Award for the best published Scientific Paper, the Honorary Sign “In the Service of the Armed Forces”, and the “Military Merit” Medal 1st class.

He holds a PhD in Military Studies and postgraduate courses in Defense Resources Management from the Naval Postgraduate School, Monterey, California and in Multinational Operations Command from the National Defense University. Mr. Roceanu is a graduate of the Signal Department, the Academy for Advanced Military Studies. He has training in Teaching Personnel from the Bucharest University and in Project Management from Europe Media, Siofok, Hungary.
